Preheat oven to 400°F. Grease twelve muffin cups or line with paper baking cups
In large mixing bowl, combine flour, oats, brown sugar, baking powder, and salt.
In another bowl, whisk together milk, brewed coffee, vegetable oil, egg, and vanilla extract. Add to dry ingredients and stir just until dry ingredients are moistened. Fold in chocolate chips.
Fill muffin cups 3/4 full and sprinkle oats on top. Bake for 18 to 20 minutes, or until a toothpick inserted in the center comes out clean. Cool muffins in pan on wire rack for 5 minutes. Remove and serve warm.
